The Imperial City The Imperial City is the capital of Cyrodiil and the whole of the Empire. It is located on City Isle, an island in Lake Rumare, at the center of the Imperial province, and is circular in shape. The Nibenay Basin Also known as "the Heartlands," the basin contains the river valley of the Niben. It's mostly an open, agricultural area where the Nibenese Imperials hail from.
